The Newport West constituency was created in 1983 and was formerly part of Newport. The seat was held by Mark Robinson, a Conservative MP, from 1983 to 1987.
Paul Flynn was elected Labour MP for Newport West in 1987 and has remained in his seat to date (December 2001). He was a member of Newport County Borough Council from 1972 to 1981 and became Deputy Leader of the Council in 1980. He served as a Gwent County Councillor from 1974 to 1983, and in 1984 became a researcher for Llew Smith, the Labour MEP for South East Wales.
Councillor David J. Mayer, constituency agent to Mr Paul Flynn, is a member of the Newport County Borough Council Labour Group, representing the Malpas ward. The Newport County Borough Council is a unitary authority formed in 1996, which has a large majority of Labour councillors.
