At the time you were engaged in your campaign in Azimabad and had entered Farrah Bagh, Rajah Rasbihari was mismanaging his affairs and the situation has badly deteriorated here. You had complained about this to Rajah Dullabha Ram but the result is that he has now completely withdrawn his hands from this affair and the situation has further deteriorated. I had no option but to appoint Raja Ballabha Ram to the post of Divan on 11th Dhu al-Qa`d, reg.yr. 5 so that he could remedy the situation.
