Rebound, [early 19 cent.], in blind-tooled pigskin, on five raised bands; 'LEGES HOWELI DHA REIS TOTIUS CAMBRIÆ' and 'PORKINGTON MANUSCRIPT No 9' (gold on spine). Inlaid into each cover is a blind-stamped panel, c. 170 x c. 110 mm., on a darker brown calf, in a similar design to those on MS I.11, with foliage and floral rolls and one geometric roll, [late 18 cent. x early 19 cent.]. 'Porkington Library Shelf 1 Case 4 No 3 ' (label inside front cover); 'No 9' (ink on ticket tipped in before f. iv).

Marginal glosses in a seventeenth-century italic hand occur throughout. The volume was given by Griffith to an unnamed recipient as indicated by his note 'liber ex dono Geor' Wm Gr' de Penybenglog in Com' Pembr' xvijo Augusti 1640' (f. iii). Added on the same page by two other seventeenth-century hands are the following memoranda: 'Sr Joseph Williamson one of his Majestyes principall secretaryes of State. George Barbour at Oriell Colledge in Oxford', and 'Sr Lyonell Jenckins judge of ye Admirallty & judge of ye prerogative Cou[r]t a Civillia' but there is no indication that any of these were owners of the manuscript. The volume was seen in 1675 by the antiquarian William Maurice of Cefn-y-braich, Llansilin, whose hand appears on ff. iv verso, 1, 2, and 79 verso. According to his notes (ff. iv verso, 79 verso) he compared the Brogyntyn text with another text which he had previously copied into the second volume of his 'Corpus Hoelianum' (now Wynnstay MS 38); this is a transcript of Peniarth MS 256 which he made in 1662 (see Emanuel, p. 417).

A volume containing a Latin text of the Laws of Hywel Dda transcribed, [1625x1632], by George William Griffith of Penybenglog, Pembrokeshire, from Merton College Oxford MS 323 which was then in the possession of the mathematician, astrologer and antiquarian Thomas Allen, Gloucester Hall and Trinity College, Oxford (see R. M. Thomson, A Descriptive Catalogue of the Medieval Manuscripts of Merton College, Oxford (Cambridge, 2009), p. 248). It is one of thirteen surviving manuscripts containing the Latin text of the Welsh laws which belongs to redaction E as distinguished in Hywel D. Emanuel, The Latin Texts of the Welsh Laws (Cardiff, 1967), pp. 408-517.
The title-page, written in red and black inks, has a decorative initial 'H' with a miniature depicting Hywel Dda enthroned. The scribe writes a neat secretary hand reserving his legal hand for headings and Welsh words.
