An attack on six acts passed by Parliament making it imperative on every citizen in Britain to obtain a licence for the following: the usage of armorial bearings, keeping a manservant, keeping or possessing a carriage, keeping or possessing a dog, using or carrying firearms or air guns, brewing their own beer; also included are an appendix of reports of police court cases, etc., and a poem, 'Cynddelw's Lament'.
