Ganed yn Llannor, ger Pwllheli. Addysgwyd yn lleol ac yng Ngholeg y Brifysgol, Aberystwyth. Erthyglwyd ef fel cyfreithiwr gyda O. Lewis Edwards, Pwllheli, ac yn 1893 sefydlodd ei fusnes ei hun yn y dref. Etholwyd yn aelod o Gyngor Sir Gaernarfon yn 1891 a phenodwyd ef yn Henadur yn 1896. Yn 1896 hefyd fe'i penodwyd yn glerc trefol Pwllheli. Cymerodd ran flaenllaw yn natblygiad y dref. Yn 1903 fe'i penodwyd yn Ysgrifennydd (Cyfarwyddwr) Addysg Sir Gaernarfon, y cyntaf yng Nghymru i'w benodi i'r fath swydd. Ymddiswyddodd fel henadur pan dderbyniodd y swydd. Ef oedd yn bennaf gyfrifol am sefydlu Llyfrgell y Sir, yr ail ym Mhrydain, a'r gyntaf o'i bath yng Nghymru. Roedd yn gefnogwr brwd i D. Lloyd George ac yn 1920 aeth i Lundain ar wahoddiad y Prif Weinidog i ofalu fel Ysgrifennydd am Addysg ac Amaethyddiaeth. Pan ildiodd Lloyd George ymsefydlodd E. R. Davies fel cyfreithiwr yn Buckingham Gate, Llundain, ond cadwodd gartref ym Mhwllheli ar hyd yr amser. Bu ar y blaen fel hyrwyddwr Rheilffyrdd yr Wyddfa, Ffestiniog a'r Welsh Highland (Porthmadog - Rhyd-ddu - Llanwnda). Er nad oedd yn aelod o Gyngor Tref Pwllheli fe'i gwahoddwyd i fod yn Faer yn 1931. Derbyniodd ac ail-etholwyd ef dair gwaith cyn marw yn 1934.
