Equal Opportunities Committee (A-DEB-13),

The purpose of the Equality of Opportunity Committee was to ensure that the Assembly had effective arrangements to promote the principle of equality of opportunity for all people in the exercise of its functions and the conduct of its business. The Equal Opportunities Commission, the Commission for Racial Equality, the Disability Rights Commission, Stonewall Cymru and the Welsh Language Board had standing invitations to attend meetings of the Committee as advisers.

The Culture, Welsh Language and Sport Committee's portfolio includes: Arts, museums, ancient monuments and libraries, the languages of Wales, media and broadcasting, sport and recreation, and lottery issues.
Responsibilities also include the oversight of five full Assembly Sponsored Public Bodies (ASPBs) and other bodies: Arts Council of Wales (ACW); Amgueddfa Cymru - National Museum Wales (AC-NMW); National Library of Wales (NLW); Welsh Language Board (WLB); Sports Council for Wales (SCW); and an executive ASPB, The Royal Commission on the Ancient and Historical Monuments of Wales (RCAHMW). The other bodies include The Welsh Books Council (WBC); Cadw (The Assembly Government’s Historic Environment service became a Division of the Assembly Government in July 2005; CyMAL: Museums Archives and Libraries Wales (Established as division of the Welsh Assembly Government on 1 April 2004). There are also two advisory ASPBs: The Ancient Monuments Board (AMB) and The Historic Buildings Council (HBC).

Committee on the Inquiry into the E.coli outbreak in Wales (A-DEB-45),

The Terms of Reference of the Committee were to discuss terms and conditions for the investigation under the Investigations Act 2005 and to report its conclusions to the National Assembly by 7 December 2005.

Committee on the Government of Wales Bill (A-DEB-47),

The Government of Wales Bill, published on 8 December 2005, sought to implement the proposals contained in the Better Governance for Wales White Paper (2005). The Bill provided for changes to the Assembly's structure, legislative powers and electoral arrangements. The National Assembly for Wales established a special committee, under Standing Order 8.1, to consider the provisions contained in the Bill. The committee's terms of reference were to consider the proposals set out in the Bill and to consider such other matters arising from the Bill as the Committee may determine.

Committee on Standing Orders (A-DEB-49)

Schedule 11 of the Government of Wales Bill provided for the National Assembly to produce proposals for standing orders in relation to the proceedings of the Assembly following the 2007 election. Once agreed by the Assembly, these proposals were sent to the Secretary of State for Wales, who formally made the new standing orders. The National Assembly therefore established an advisory committee, under Standing Order 8.1, to recommend standing orders for the newly constituted Assembly. The committee's terms of reference were to: make every effort to recommend new standing orders, which are capable of securing a two thirds majority approval by plenary and prepare a report, which shall set out proposed new standing orders for consideration by plenary. The Committee was to report on or before 31 January 2007 and ceased to exist on the 1 March 2007.

Committee on Smoking in Public Places (A-DEB-36),

The terms of reference for the Committee were to consider current evidence on relevant issues, including the health risks of environmental tobacco smoke and the economic impact of restrictions on smoking in public places. A review developments in the UK and Ireland relating to the introduction of restrictions on smoking in public places (including the debates on Baroness Finlay’s and Lord Faulkner’s Private Member’s Bills, the response to the UK Government consultation on devolving powers to local authorities to introduce smoking bans at work and in public places, the outcome of the Scottish Executive consultation on smoking in public places, and the experience of implementing the workplace smoking ban in Ireland). Consider the experiences in other countries where a ban has been introduced; and report to the Assembly by 25 May 2005 on its conclusions.

The terms of reference for the Committee were to review all the sources of income, how so ever generated, which create maintained primary and secondary school funding; review the distribution of funding to maintained schools, both primary and secondary and pupil referral units; consider the impact of National Assembly and UK Government initiatives on the funding of schools; make recommendations to the National Assembly on the simplification and clarification of this system. Investigate and review the practicalities of introducing a three-year funding regime for schools.

Committee on Rail Infrastructure and Improved Passenger Services (A-DEB-46),

The terms of reference for the Committee were to formulate a programme of costed, achievable improvements in rail infrastructure and improved passenger services affecting Wales; to make recommendations to the Assembly on the improvements identified.

The Committee’s terms of reference are to consider the proposals set out in the White Paper so far as they relate to the proposed new structure and its proposed legislative powers; Take evidence from organisations and individuals with a direct interest in the proposed new structure of the Assembly and its proposed legislative powers.
