The Government of Wales Bill, published on 8 December 2005, sought to implement the proposals contained in the Better Governance for Wales White Paper (2005). The Bill provided for changes to the Assembly's structure, legislative powers and electoral arrangements. The National Assembly for Wales established a special committee, under Standing Order 8.1, to consider the provisions contained in the Bill. The committee's terms of reference were to consider the proposals set out in the Bill and to consider such other matters arising from the Bill as the Committee may determine.
