Following the report of the Royal Commission on University Education in Wales (the Haldane Commission)in 1918 the University formally established the Board of Celtic Studies, together with the University Press Board, by its Supplemental Charter granted in 1920, to survey and review the general needs for the development of Celtic Studies in Wales, and to initiate and conduct research. The Board, however, had been in existence for over a year before the charter was granted, since its first meeting was held in January 1919.

Three committees of the Board were established immediately, namely Language and Literature, History and Law, and Archaeology and Art. A fourth committee, the Social Science Committee, was set up in 1969. Most of the Board's members teach at the University colleges. The Board's publications, including the Welsh Dictionary and periodicals, are published by the University of Wales Press.

The Board reports annually to the University Council, and to the University Court.
