The University Education Board was established in 1949 as a result of the major recommendation of the McNair Committee which was established by the Board of Education 'to investigate the present sources of supply and the methods of recruitment and training of teachers and youth leaders and to report what principles should guide the Board in these matters in the future.' The McNair Committee reported in 1942 and recommended that the University of Wales should undertake responsibility for the education and training of teachers. When the Board was established in 1949 the University Board for Training Colleges was dissolved. The University Education Board's duties included surveying the general education needs of Wales in regard to professional training of teachers and to co-ordinate developments and direct long term policy; to appoint internal and external examiners; to formulate in consultation with the University Faculty of Education (which was set up at the same time as the Board) a comprehensive system of training for teachers in Wales; and to receive and administer Government grants. The University Faculty of Education's duties included submitting for approval to the Academic Board regulations for degrees and certificates; establishing and supervising Boards of Studies; considering and approving schemes and syllabuses of studies submitted by the Collegiate Faculties; and it was also required to submit its annual report to the University Education Board. The Board in its turn reported through the Academic Board to the University Court.
