History
The Secretary of State for Education, Kenneth Baker, established a shadow National Curriculum Council and a shadow School Examinations and Assessment Council in May 1988. The establishment of the councils in this way enabled the bodies to begin planning for the national curriculum whilst the Education Reform Bill was still awaiting parliamentary approval. The National Curriculum Council had its first meeting in September 1988. It consisted of 15 members appointed by the Secretary of State for Education and Science and had a staff of about 70. The first Chairman and Chief Executive was Duncan G Graham, CBE, formerly Chief Executive of Humberside.
