These 24 letters are concerned with the government's powers of coercion in Ireland and the government's bill to give Ireland some form of self government. In the first letter (C2490), H. Hussey Vivian gives his opinion of the coercive powers in Ireland and asks that a more moderate line be taken. By 1886, the Liberal Government were trying to solve the Irish problem by offering Ireland a form of self government. Many members of the Liberal party were against this policy and the remaining letters form an attempt by E. W. Hamilton and H. Hussey Vivian to bring the two sections of the party together to support a resolution (see C3578-91 in the papers of H. H. Vivian) in favour of some sort of autonomy for Ireland. Notices of meeting by groups of opposing views are given in letters C2503-C2506. Towards the end of the discussions, H. Hussey Vivian withdraws his membership of the Legislative Union Association (C2507, 2510, 2513-14).
