His object is to draw his lordship's attention to the purport of a letter headed 'New Bishopric at Manchester' which was published in The Times of Nov. 18 and in other papers. The object of the letter is to promote a plan for raising subscriptions for the endowment of the new bishopric, on condition that the revenue of the Welsh see be not removed from the purposes for which they were originally intended. All other plans have failed and this remaining plan must be looked upon as reasonable and likely to answer the end proposed. He has mentioned the proposed plan to many persons of sound judgement in this University and they all feel that if it was efficiently started and actively taken up by some person of influence its ultimate success is little to be doubted. He has been induced therefore to commit the privilege of forwarding so high and noble a work to the hands of his lordship. He does not doubt that Oxford and its sister University would do their part nobly.
