British economist and Labour MP. Born in Cardiff, and educated at Cardiff High School, and University College, Cardiff (history and economics). Rockefeller Foundation Fellow. University of Birmingham (lecturer in economics, 1926-1930), University College, Cardiff (professor of industrial relations, 1930-1945). Member of Parliament (Cardiff East, 1945-1950, and Middlesbrough East, 1950-1961), Secretary for Overseas Trade (1945-1947), Paymaster-General (1947-1948), Minister of Pensions (1948-1951), and Minister of Health (Jan.-Oct. 1951). Appointed Privy Counsellor, 1949. Shadow spokesman on pensions (1951-1959) and on Commonwealth affairs (1959-1961). British Council lecture tours in India, Pakistan and Ceylon (1952-1953), West Indies (1954 and 1959) and Finland (1957). Director of the International Institute for Labour Studies, Geneva (1961-1965). Deputy Chairman of the National Board for Prices and Incomes (1965-1968).
