File comprises material related to the All Wales Accord and associated discussions around forming a government of Wales between Plaid Cymru, the Welsh Conservatives and the Welsh Liberal Democrats following the elections to the National Assembly for Wales in 2007 (also known as the 'Rainbow Alliance'). The file contains an annotated copy of the Welsh Conservatives' manifesto, a copy of the Plaid Cymru manifesto, draft copies of the accord with annotations by the various parties, internal Conservative memos, correspondence within the Conservative Party, notes from meetings, a calendar and a copy of the subsequent 'One Wales' agreement between Welsh Labour and Plaid Cymru.
