Education,

A collection of memoranda, surveys, correspondence and miscellaneous papers relating to education. Papers directly relating to government policy are few in number, being concentrated around the Education Act of 1918, with some relating to the Labour government of 1924. Most of the papers are concerned with adult education. There is a fairly full collection of W.E.A. material, a substantial collection of papers relating to the Joint Advisory Committee of University tutorial classes, and much material on the Institute of Adult Education, Educational Settlements, A.B.C.A. etc. In addition, there are large collections relating to Thomas Jones's work with educational trusts, the Royal Commission for the Exhibition of 1851 and the Garton Foundation. Garton foundation,

Nos 1-169. Correspondence, memoranda and papers relating to the Garton Foundation. The Garton Foundation, based on the fortune of Sir Richard Garton, was organised, before World War I, to promote the study of International Policy. In the later stages of the War and in the immediate post-War period, however, it devoted its attention to internal problems. Its Industrial Memorandum was the root inspiration for the Whitley Councils. In 1921, it turned its attention to educational problems and sponsored a survey of the training of teachers. In 1928, Sir Richard Garton established a Trust to administer a Garton Foundation Scholarship in the Social Sciences. In 1941, it was decided to terminate the Trust and to transfer its funds to the National Institute of Economic and Social Resesarch, which was to provide Garton Research Scholarships under its own auspices. The transfer was effected early in 1942. The papers include (i) papers relating to the survey of teacher training carried out by the Foundation (1-48); and (ii) foundation documents of the Scholarship (53-56). The remainder relate to the adminstration of the scholarship scheme and to the winding-up of the Foundation. NB. 1851 Commission,

Nos 1-170. Correspondence, memoranda and papers relating to the Royal Commission for the Exhibition of 1851. The Royal Commission for the Exhibition of 1851 administered the educational funds accruing from the surplus of the Great Exhibition. It managed the great educational complex in its estate in Kensington (Imperial College, Museums, etc.), awarded post-graduate studentships for research in science and naval architecture, granted Industrial Bursaries, and travelling schollarships to the British School at Rome, which was reorganised by the Commissioners, and afforded assistance to educational institutions. The collection consists almost entirely of official minutes, memos, reports, etc. Scholarship holders, accountants, etc., are not indexed. Foreign affairs,

A collection of letters, papers, press-cuttings and memoranda (private and governmental) relating to foreign affairs. The most coherent sections are those relating to institutions and organised groups - the League of Nations Union, the Royal Institute of International Affairs, and the York Trust Europe Study Group. The remainder of the collection is rather diffuse. There are occasional papers and memoranda on Soviet Russia and China, a collection of confidential material relating to the Hague Conference of 1929 and a larger collection on America and its relationships with Europe, deriving mainly from Thomas Jones' friendship with Professor James T. Shotwell. The collection on Germany, which refers both to the period of Appeasement and to that of hostilities, appears to be a residue. Much other material of a similar character may be found scattered throughout the collection, with particular reference to Germany and the U.S.A. See especially classes A, O, P, Q, S, T, W and Z.
