The fonds comprises records, 1983-1993, relating to the implementation of the national curriculum in England and Wales pursuant to the provisions of the 1988 Education Reform Act. The records were accumulated by Hywel I. Evans as chair of the Curriculum Council for Wales, and as a member of other committees which were responsible for the implementation of the national curriculum in Wales and England.

The series consists of papers for the first meeting and conference of the Shadow National Curriculum Council, which was held in York on 18-19 July 1988, to consider the responsibilities, remit and administrative structures of the Shadow NCC. The series also includes agenda, minutes and papers of NCC meetings 1 to 23, 1988-1991.

The series includes correspondence, 1988-1991, between the National Curriculum Council and other organisations which were concerned with the development of the national curriculum, including the School Examinations and Assessment Council, the Curriculum Council for Wales and the Department of Education and Science. The correspondence relates to every area of curriculum development.
