Austin Strutt, Home Office, Whitehall, London SW1. The decision to transfer work to Newcastle from the Central Branch Office of the Ministry of Pensions and National Insurance at Cardiff. This is simply a reflection of the Government's drive to achieve economy in public expenditure and is meant simply to centralise the routine clerical work of issuing pension order books. The responsibilities of the Ministry's local offices will remain unimpaired. Claims for pensions will continue to be processed locally. The decision forms no part of the Government's policy on administrative devolution on which the Council's Report is awaited. The Home Secretary is fully aware of the emphasis which the Council places on devolution of responsibility to the Welsh offices of the various Ministries.

But Gl-g is aware of the disagreement between the Local Education Authority and the Minister of Education over the College. He feels, therefore, that he has to decline. If the disagreement is, however, resolved to the satisfaction of Sir David Eccles, Gl-g would be happy to perform the opening.

Austin S[trutt], Whitehall, London SW1. Thanks for the kind references in Huw T. Edwards's letter. Will need the goodwill of all his friends in the new post. Is personally very sorry to have lost responsibility for Welsh Affairs. Enjoyed the work and the contacts which he formed, and had looked forward to pursuing the policy of 'hastening slowly' which had brought results in the past. Ministers have, of course, to decide upon allocations of responsibilities. Hopes that Huw T. Edwards is flourishing. Was interested to see Mr Gibby's appointment as High Sheriff of Pembrokeshire.

Edwards should certainly publish it, and tell the whole truth! Why does TWW not take Haydn so that they make a little less in profit?! In this old world some receive too much and others too little. Hopes that these commercial television companies will be able to overcome their difficulties and reach some kind of understanding with each other. Y Faner and Y Cymro are very slow to provide any kind of leadership for the Welsh nation. Gives family news. Welsh.

Edwards when agreement was reached on two matters: Flintshire's acceptance of the Chance Report, and the formulation of a three year plan. Haydn's letter of 10 October, which has just come to the notice of the writer, is unacceptable and will not satisfy the Minister. It gives the Minister assurance on one point alone. Hopes that Huw T. Edwards will be able to withdraw the letter and send a more satisfactory replacement. 'Personal & Confidential'.

Plans to take it easy over the winter and help his wife to re-gain her strength. She has had a very difficult year. Was very interested in Troi'r Drol, and has also been reading Kenneth O. Morgan, Wales in British Politics, 1868-1922; felt that the paragraph on pp. 164-5 was very relevant to the dilemma which Huw T. Edwards and other members of Plaid Cymru are facing at the moment. Bill Berriman, Mount Pleasant, Maesycoed, Pontypridd. Knows that Huw T. Edwards is certain to have received many hundreds of letters in response to his action. Congratulations on the stand which Huw T. Edwards has taken. Has sat with Huw T. Edwards on the Welsh Regional Hospital Board and under his Chairmanship on the North Wales Advisory Committee. Greatly appreciates his sincerity in the work of the hospitals, and feels sure that this extends to his other activities. In some ways he feels that it is a pity that Huw T. Edwards has resigned, because there is unlikely to be anyone with sufficient courage to carry on the work.
