The Committee for the Education of Poles is about to come to a end. The Local Education Authorities will then become responsible for the schools. Comments on the future prospects for the Polish children. The question of 'the older people'. Does not agree with the views of some members of the Board: 'They have lost their homes and their country and it seems to me that we ought not to put any undue pressure upon them to take away their nationality and their religion as well. The astonishing thing about these people is that they should have retained, as they have, qualities of civilised life and their obvious deep attachment to their religion in the conditions in which they have lived since they left their homes and all the misfortunes which have come upon them'.

Was able to mention in the Welsh Affairs debate on 24 November that he had received the report, and would be studying it in close collaboration with his colleagues. Is already much impressed by the care and thoroughness with which the Council has examined the problem of the ports. Written in reply to A2/108.

Considers the relationship between the Labour Party and the trades unions to be 'wholly unhealthy'. Few members 'contract out', but the affiliation to the Labour Party is still rarely based on a full quota of trades union members. Consequently the political fund is subsidising the industrial fund. Edwards's book 'The History of the Union in North Wales'. The proposed funding of the publication of the book. An objection has been raised by Arthur Deakin [the general secretary of the TGWU] to the use of local funds for this purpose. The authority of the General Executive Council may be required. Urged Deakin to allow the Union to be responsible for the publication of Huw T. Edwards's work.

Evelyn Sharp, Ministry of Housing and Local Government, Whitehall, London SW1. The Minister is grateful to receive the views of the Rural Development Panel on water supplies. The Minister has considered the recommendations made in the letter and also the views expressed informally by Huw T. Edwards and Sir William Jones. He agrees that a committee should be set up to advise on the conservation and use of water resources in Wales. He is arranging for his engineers to initiate a technical appraisal of the water resources in Wales. Outlines the scope of the proposed investigation. The Committee should nonetheless be appointed as soon as possible to keep in contact with the progress of the survey. The Minister cannot pursue the second and third recommendations as they affect Parliamentary procedure more generally. The fourth recommendation is noted. The fuller report awaited will not affect the recommendations already made.

Was very anxious to pass on the honour [of serving as High Sheriff of Flintshire] to a kindred spirit. Has a great admiration for Huw T. Edwards as the 'champion of the rights of the common people'. Is, of course, very aware of all the time and energy which Huw T. Edwards devotes to public duties, and was much interested to learn of the distinguished honour which has come his way. Careful consideration is being given at the Home Office to the Council's recommendations about government administration in Wales as in the Third Memorandum. The Government is committed to attempting to achieve all possible economies in keeping with the Chancellor of the Exchequer's 10 per cent cut. The Board of Trade has resolved that its two regional offices at Swansea and Rhyl are to be closed. This decision was taken after the Board of Trade had become aware of the views of the Council for Wales on Welsh administration. This proposal was 'a special case'. The Welsh Office of the Board of Trade still retains the same degree of independence. A larger programme for the country as a whole is in train. Did not wish Huw T. Edwards to hear of these matters from another source. 'Personal and Confidential'.

It has applied to the Development Commission for assistance. Does not believe that there is any government agency in Wales which is able to help. The ideal solution would be to find an individual prepared to invest a substantial sum of money. This would enable the mill to become a reasonable success. Does Huw T. Edwards know of any possible source of money and control? It would still be necessary to make the requisite arrangements with the existing management of the mill. 'Confidential'.

Regrets that the Government was unable to offer financial assistance, and is very anxious that the Festival should be a success. Would like to see a typescript supplement examining matters in greater detail, but this could not be published until several individuals had died. Such information would be invaluable to one attempting to write the history of Wales. Has not enjoyed an autobiography so much since he read the Rev. Tegla Davies's Gyda'r Blynyddoedd. Was also impressed by the quality of the production of the volume. Welsh.
