Believes Liberal majority small, but party in good heart and would fight well behind Gladstone; Scotland had gone to pieces over the Church and Wales should come first; radical bills should be sent to the Lords on land, licensing and local government; some bills should be introduced by private members and backed by the Government; Scots should be allowed to thresh out their own bills by themselves; the old Liberalism must bend a little before the new; Liberals lacked the overwhelming preponderance to which they had been accustomed; in general elections centres of influence were weak as compared with the Tories; more enthusiasm would be roused when main attack on Ireland is launched; bills should be introduced for giving 'the unearned increment' of the future of building lands to the local authorities, for giving great powers to local authorities, for Disestablishment in Wales, for payment of members and registration reform.
