A reply to No. MC2/290. The state of the public mind has apparently changed since he wrote to his lordship and he must most fully admit the force of his lordship's objections. The present disturbance of the public mind in Church matters and the state of feeling in regard to the bishops seem to render it hopeless to bring forward at present any proposal for an increase in the number of bishops. He hopes, however, that his lordship's measure will have better success in this session than in the last. The report of what had fallen from a Cabinet minister may not have been correct.
