Garton foundation,

Nos 1-169. Correspondence, memoranda and papers relating to the Garton Foundation. The Garton Foundation, based on the fortune of Sir Richard Garton, was organised, before World War I, to promote the study of International Policy. In the later stages of the War and in the immediate post-War period, however, it devoted its attention to internal problems. Its Industrial Memorandum was the root inspiration for the Whitley Councils. In 1921, it turned its attention to educational problems and sponsored a survey of the training of teachers. In 1928, Sir Richard Garton established a Trust to administer a Garton Foundation Scholarship in the Social Sciences. In 1941, it was decided to terminate the Trust and to transfer its funds to the National Institute of Economic and Social Resesarch, which was to provide Garton Research Scholarships under its own auspices. The transfer was effected early in 1942. The papers include (i) papers relating to the survey of teacher training carried out by the Foundation (1-48); and (ii) foundation documents of the Scholarship (53-56). The remainder relate to the adminstration of the scholarship scheme and to the winding-up of the Foundation. NB. The Minute Book and Cash Book of the Scholarship Trust, which are hard-cover ledgers, are stored with the Unbound Series, together with Thomas Jones' notebooks etc. Index: Baldwin, Stanley, Nos 101, 110, 130, 140; Balfour, A. Imperial affairs,

A collection of memoranda and correspondence relating to the Empire and Commonwealth. The collection consists of a number of groups of papers dealing with specific topics, without much inner coherence. Material on imperial trade, some notes on India and papers relating to particular events in the history of Palestine form the core. Most valuable are a series of memoranda on specific topics, notably East Africa, a complete list of which is provided in each volume. Arranged into: Memoranda and correspondence on Imperial Trade, 1925-1930, India, 1925-1943, and Palestine, 1926-1949 (F 1); and Memoranda and correspondence on East Africa, 1918-1930 (F 2).

Ireland,

An extremely valuable collection relating to Ireland. The core of the collection is a series of government papers, including secret memoranda, notes of discussions in Cabinet, records of conferences of ministers and representatives, and analogous material, particularly for the period 1920-1922 and 1925. To these have been added, in two cases, letters written at a later date which throw some light on the Troubles of the 1920s. The collection includes some later press cuttings and correspondence which carry it to 1951. Arranged into: Ireland, 1918-20 (G 1); Ireland, 1921 (G 2); Ireland, 1922 (G 3); Ireland, 1923-4 (G 4); Ireland, 1925-51 (G 5). NB. Further material on Ireland, including manuscript and verbatim records of Cabinet discussions of the period may be found, especially, in classes C (Government and Society) and Z (Diaries). Note on Cabinet material: There are many typescript and manuscript records of Cabinet meetings, jottings made during conferences, etc. (1) Where such material takes the form of memoranda, etc., on specific topics, written by named authors, the names of such authors have been indexed; (2) In all other cases with such material, no index of names has been provided; (3) But in all cases, a complete list of such documents is given in all the contents summary of each volume.

Wales,

Collections of correspondence, papers, cuttings and memoranda relating to Wales. Some Welsh material is so bulky that it forms separate classes, e.g. classes J, K, L relating to the University, National Library, National Museum, Coleg Harlech and the Gregynog Press. The core class H consists of papers relating to the Welsh institutions and organisations to which Thomas Jones was committed. Earliest in time are the papers relating to his service with the Welsh National Memorial Association campaign against TB in Wales and with the Welsh Insurance Commission, 1911-1916. The Welsh Outlook journal and press which he helped to found, dates from the same period. The bulk of the papers relate to social service work, particularly in south Wales, the formation of educational settlements, and the preservation of rural amenities. There is a small collection of material on Welsh education and good deal of rather diffuse documentation on Welsh social and cultural organisations. Some snippets relating to the problems of Wales as a national community have been bound into a single volume.
