Letter from Denzil Davies, MP, to James Griffiths,

Thanks for letter of 29 June re Glanville Williams. Has sent details to John Morris. Is not looking forward to the Election. Did not do well in Wales in last Election, '... it is very difficult to put one's finger on the reason for this'. Feels people in Llanelli were frightened by our more extreme policies and many voted Liberal. Expects close result at Carmarthen. 'Unfortunately Gwynfor [Evans] is a very good candidate and Gwynoro [Jones] will have another difficult election. Then there is poor Elystan [Morgan] in Cardigan, I am afraid that he is unlikely to get back since the Nationalists have decided to support the Liberal in order to keep him out. It's a great pity; he is too good a man to be out of the House of Commons'. Has managed to convince colleagues that there is a need for a Welsh Assembly. 'John [Morris] is doing an excellent job at the Welsh Office.....' I believe he has made a very good impression in Wales especially with his attempts to heal some of the divisions which grew up over the last few years between the Welsh speakers and whose [recte those] who cannot speak Welsh'. Will not attend Llanelli Rugby Club dinner, where Edward Heath is the guest. Cannot bring himself to go as the dinner is 'in honour of a tour of a country [South Africa] where so many people are being oppressed and treated unfairly; no doubt we shall lose the votes of the Rugby playing fraternity but frankly 1 feel that if the Labour party does not make a stand on these issues then I see very little purpose in our continued existence'.

Letter from John Morris, Secretary of State for Wales, to James Griffiths,

Thanks for letter re devolution. 'I know you will appreciate that this will involve the most careful consideration of the executive functions of the Welsh Office and the nominated authorities operating in Wales including, of course, those in the cultural field. In this consideration we shall, of course, pay careful attention to the factors affecting the use and welfare of the Welsh language'. Believes James Griffiths' idea re an annual 'State of the Nation' convention is an interesting one. 'It is essential to make sure that all these matters are right at the outset so that a sound and stable system of government is created'.

Re Welsh CAT. Sir John Wolfenden has seen Chairman of Governors of CAT. Government sympathetic to the idea of a confederate civic University of Cardiff but cannot initiate such a move and suggests that the idea could be worked out within the framework of the University of Wales.
