Letter from Neville Chamberlain to Morgan Jones [MP for Caerphilly], 27 July 1938,
Has received Deputation from the Welsh Parliamentary Party re the establishment of a Welsh Office and a separate Secretary of State for Wales. Has sympathy for Welsh national sentiment, but the creation of a new and separate Department would not be practical. At present Welsh affairs are treated separately within the various Departments at Whitehall, and this system works well. Moreover, the establishment of a separate Department would be expensive, and there are at present many other pressing demands upon the Exchequer. The parallel of Wales and Scotland is not a fair one since Scotland has always preserved a legal and administrative system separate from that of England, while Wales has been an integral part of England ever since 1535. 2 Copies.
The Shrewsbury Conference has decided to appoint a committee to consider the Administrative and Legislative machinery required. Alderman Emyr Williams, the President of the Association, and the writer would like to meet Clement Davies to discuss this matter.
