Mr Ferrier of St Andrews writes in favour of Bain without any solicitation; his letter of 3 Sept. is enclosed.
Writer honours recipient for his intention of appointing Bain; he is the man best qualified to fill the Chair; the weight of anxiety has been difficult for writer to bear.
Bain has written to recipient acknowledging his inestimable service; the verses from the Agamemnon; enclosed is a note on this subject from Dr E. C. Hawtrey.

Writer's visit to France and de Tocqueville's delightful society; the old Whigs will not like the errors of judgement ascribed to Mr Fox; the Reform bill is to be strangled; the English are embarking in a war with Louis Napoleon, and not the French people, as an ally.
