Has suggested a compromise to the Cabinet which has thus far been favourably received although Arthur Henderson is still resisting. Has more influence on the conduct of the war effort at the Ministry of Munitions rather than at the War Office: 'There I should be tied hand & foot by the military & that would not suit me. In fact it is full of peril. It broke poor Kitchener's heart. He had no powers - they were taken from him one by one & he became a miserable & abject figure quite pathetic to contemplate. I would rather be where I am than do that. Here I have full powers & I love the office'. Has grave doubts about going to the War Office and will give his reply to Asquith on Sunday. Hopes that G.P. is better.
