History

In 1985 the Community Rights Project Ltd, London, commissioned a survey of the county and district councils of the United Kingdom and Northern Ireland on the following subject: 'The rights, or otherwise, of members of an authority to attend, and participate in debate and voting, upon matters of identifiable concern to their own electoral divisions/wards, when they, themselves, were not already members of the full or sub-committee, working party, or other body, which was handling the matter'. The survey was undertaken by Councillor Gareth D. Evans, Pontypridd, Glamorgan, 1985-1986, who sent out circulars to councils in the UK and collated the results.
